Hi, I have same problem. In Windows 7 WiDi be working.. But in Windows 8.1 Project screen don't show the option "Add wireless display". Intel WiDi Update Tool says everything is up to date and I should go to Project menu.

I have tried this, but the option was not appeared.
I have tried use native Intel graphics driver and manufacturer (MSI) driver.
I have tried disable GF 650M graphics.
I have tried Wireless_16.7.0_e164 and several other versions wireless drivers.
I have tried manual install drivers.
I was not have Cisco or VM virtual adapters and I have tried use "hidden devices" option in Device manager and disable miniports and any networks adapters, except Intel Centrino Wireless.
I have tried different combinations and was reboot PC after any of is.
Other ideas from Intel? Disassemble the computer? Soldering chips?
