Hello. I am still having the same issues with Thief as before the beta, and during the beta. I have the latest update for the game, tried all the tips suggested in the beta feedback thread and still have the flashing low res textures

the above is with high texture quality

the above here is on low texture setting and the cabinet and wood around the bench are low quality

some times when I move a bit it does pop in the proper texture resolution

but as you can see I am still getting the blacked out parts.

In the beta thread someone mentioned going in the ThiefEngine.ini file and changing DynamicLighting=True to False and yes that did eliminate the black out but with out dynamic lighting the game looks and feels awful. Can't tell where light and shadows differ as it all looks the same and some objects that can be interacted with look almost black light windows that need to be lifted open and certain dark corners are to dark to differentiate anything. All screenshots were taken after installing the above 64 bit driver and the latest patch for the game. I also start the game in pre-set low setting from the launcher and then increase the settings in-game. I also play with the 64-bit version as for me it seems to have less issues and I have Automatically Limit Texture Quality set to OFF.

I am using:

Operating System: Windows 8.1 64-bit

System Manufacturer: Acer

System Model: Aspire V3-571

Processor: Intel(R) Core(TM) i3-3110M CPU @ 2.40GHz (4 CPUs), ~2.4GHz

Card name: Intel(R) HD Graphics 4000

Hope this is helpful, and hope there is a fix soon. Thanks for the effort Intel!
