It seems to be that the 0451 has incompatibility issue with your R9 290X as you have stated for some unknown reason coz before it worked just fine. as for me the UEFI in the EVGA GTX 770 3771 appears to be compatible with the 0451 BIOS and i actually like how it scales the screen res appropriately to the size of the BIOS texture resolution which is 1024 x 768 *NOTE* it scaled to that after i set up secure boot, though right after I installed the 0451 before setting up secure boot or anything it appeared to run at 1280 x 960.
Any way at all those resolutions the BIOS seem to be at the middle of the screen or centered if you may and i like it like that. I think they should add higher texture resolution in a future build to accommodate the higher res monitors (1920 x 1080, 2560 x 1440, 3840 x 2160 & 4096 x 2304). Just my opinion.
Could you try ad set up secure boot on BIOS 0451 without the GPU and then later add the GPU and see if it will accept to display.
By the way, my BIOS used to be bloated to the full screen which the scaling didnt appear correct but with 0451 BIOS it is at the center and displays actual BIOS res size 1024 x 768 which makes the details sharper, and i like that.
