If you did uninstall your Intel gfx driver and still experience the problem, and seeing that the NUC behaves like that only with two sticks, to me this looks like BIOS issue (as each stick works ok by itself).
But if the gfx driver is still installed, that might be playing a role too; can you confirm the gfx driver is uninstalled?
