The issue is long known (also to you!), and it needs no extra research to stumble on it. Anyone who ever had a DN2820FYKH and turned it off knows that USB devices keep running. ALL DN2820FYKHs have this, period.
Other people already complained about this and you answered something like: "Er, we don't know about such an issue, are you sure?"
One can only guess why you now do a turnabout and suddenly admit the issue.
I'm really fed up with the customer services of big companies like yours. Either one gets no answers at all, or one gets lies or something like "Works as intended".
I don't believe that this issue will be resolved, because most probably it's a hardware issue and it's simply impossible to turn the current on the USB ports off. You just try to silence the complainers.
