It appears that using a VGA to HDMI adapter with weak connection causes the NUC to issue the max resolution when the drivers are installed. Thus creating the "Black Screen" scenario. I used remote desktop software to view the desktop and see that it set the resolution too high. Fiddling with the adapter on the monitor was able to get it to sense the max resolution and set itself properly.
Change default max resolution to a lower acceptable resolution by a common monitor and users won't have the no video issue.
