Celeron J1900 - Intel HD Graphics - No scaling Options

Dear Intel,

The problem concerns Intel HD Graphics (V 10.18.10.3621) on Celeron J1900 :

As you see, there is no way to change scalling options for customize aspect ratio.

Is it normal ?
