What happens that results in the blackscreen failure?

Install Windows 8 or 8.1 in UEFI mode (partition the disk with GPT and then use the "UEFI boot" option of the DVD installation disk).

IMPORTANT NOTE: if you partition the disk with MBR and then use the "Windows" option of the DVD installation disk (that is, the legacy BIOS rather than UEFI) the problem doesn't happen. I have verified this several times, with Windows 8 and 8.1. In this MacBook Air 11" Mid 2012 (with latest firmware update, EFI 2.6 at the time of this writing) the problem of the Intel driver is related to UEFI.

Interestingly, the Mac Mini Late 2012 works correctly when Windows 8 is installed in UEFI mode, not only in legacy-BIOS mode.
