There is a new BIOS version for this NUC now available at Download Center. This version has a fix for USB issues like you are experiencing.
Also please be sure to read the DN2820FYK_OS_install_v01.pdf in that download record - it describes the steps needed to install your operating system. There are a couple of specific BIOS settings you'll need to make. For OpenELEC, follow the steps listed for Ubuntu. Let me know if that does not work for you.
