There has been a new discovery.
I started to play with the memory kit I received, and I found the following:
1) NUC BOOTS regardless of which one of the 2 memory SODIMMs I install
This is what the BIOS shows, however the diagrams in the manuals show the opposite configuration of DIMMs.
DIMM1 - Channel A Slot 0 (NOT Installed)
DIMM2 - Channel B Slot 0 (8GB)
2) NUC NEVER BOOTS, regardless of the memory SODIMM I install. (Blue LED flashes 3 times and then pauses, and blinks again, and pauses....)

The memory SODIMMS seem to be OK, since they both work in the upper memory slot and they are part of a 16gb kit.
Does this mean my NUC is broken?
The BIOS I have installed is WYLPT10H.86A.0021.2013.1.017.1606.
I will appreciate some help from Intel support.
